On the eve of World AIDS Day, the HCLU organized a demonstration in front of the Hungarian Ministry of Health to light candles in memory of the victims of AIDS. The demonstration was also to demand that the Ministry of Health and the National AIDS Commission fulfill their mandates as outlined by international documents and the National AIDS Strategy; and to communicate that the present favorable epidemiological situation should not be left to mere luck, but be the result of a well-planned and delivered strategy.

As of June 1, 2009, when applying for a work or residency permit in the Czech Republic, one has to enclose a medical certificate to prove that the applicant is not suffering from syphilis, tuberculosis, and is not HIV-positive. This new regulation does not uniformly apply to all countries; Congo, Kenya, Moldavia, Mongolia, Nigeria, Pakistan, Tajikistan, Turkmenistan, the Ukraine and Vietnam are among the countries the regulation specifies.
In Hungary anonymous, voluntary and free HIV-tests is enacted by the law. The staff of HCLU and volunteers visisted several VCT-centres to check the practice. What we found are prolems, cotroversary and illegality.
